First, the development and application of methanol vehicles are accelerated

According to the website of the Ministry of Industry and Information Technology, in order to accelerate the application of methanol vehicles and achieve vehicle fuel diversification, Eight ministries, including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Transport, the National Health Commission and the State Administration for Market Regulation, recently issued the "Guiding Opinions on the Application of methanol in Some Areas" (hereinafter referred to as the "Opinions"). According to the "Opinions", in accordance with the principles of adapting to local conditions, being active and prudent, and being safe and controllable, the application of M100 methanol vehicles will be accelerated in Shanxi, Shaanxi, Guizhou, Gansu and other regions with good resource endowment conditions and experience in methanol vehicle operation.

The "Opinions" proposed that all provinces should speed up the construction of methanol automobile manufacturing system. Encourage automobile and related parts production enterprises on the basis of the existing manufacturing system, according to the characteristics of methanol vehicles, through technical transformation to improve the methanol automobile manufacturing system, improve the level of methanol automobile manufacturing technology, develop methanol passenger cars, commercial vehicles, non-road engineering vehicles and other vehicles and power machinery to meet market demand. Improve the construction of methanol automobile production base, and rationally distribute methanol automobile production.

It is understood that Shanxi, Shaanxi, Guizhou and other places have introduced policies to encourage the development of methanol vehicles, and many companies such as Geely are optimistic about the application prospects of methanol vehicles. Methanol vehicles will be widely promoted throughout the country.

Second, the development of fuel cell industry accelerated

With the gradual maturity of hydrogen energy utilization and fuel cell technology development, fuel cell vehicles have emerged in the field of new energy vehicles. Compared with pure electric vehicles, fuel cell vehicles have the characteristics of long driving range and fast hydrogenation speed. In the Chinese market, for the development of fuel cell vehicles, in addition to policy support at the national level, local government support policies and industrial planning have also been introduced.

In February 2018, four ministries, the Ministry of Finance, the Ministry of Industry and Information, the Ministry of Science and Technology, and the National Development and Reform Commission issued the Notice on Adjusting and Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles. Fuel cell vehicle subsidies remain unchanged. Fuel cell passenger cars are subsidized according to the rated power of the fuel cell system, and fuel cell buses and special vehicles adopt the quota subsidy method. The subsidy standard for fuel passenger cars is 6,000 yuan /KW, and the subsidy limit is 200,000 yuan/vehicle; The subsidy limit for fuel cell light buses and trucks is 300,000 yuan/vehicle, and the subsidy limit for fuel cell large and medium-sized buses and medium and heavy trucks is 500,000 yuan/vehicle.

     Judging from the current situation, many places have accelerated the planning and layout of the hydrogen energy industry. According to statistics, as of the end of 2018, more than 20 hydrogen refueling stations have been built across the country. According to the regional distribution, it is mainly concentrated in Guangdong, Jiangsu, Hubei, Shanghai and other major automobile industry towns.

In October 2018, Guangdong Development and Reform Commission issued the Work Plan for Accelerating the Development of Hydrogen Fuel cell Vehicle Industry (draft for comments), proposing to strive to develop independent core technology hydrogen fuel cell passenger vehicles in 2019, and the technical level has basically reached the international advanced level. By 2020, there will be more than 50 hydrogen refueling stations in the province to achieve commercial production and operation of hydrogen fuel cell passenger vehicles.

In September 2017, the "Shanghai Fuel Cell Vehicle Development Plan" was released, setting multiple goals and calling for the coordinated development of hydrogen energy and fuel cell vehicle industry in Shanghai. At the same time, Shanghai's first hydrogen energy infrastructure investment and construction operation platform was established, and strive to build a "hydrogenation station corridor around Shanghai" in 3 to 5 years. Shanghai's medium-term goal (2021-2025) includes the formation of an internationally influential vehicle enterprise, 2-3 power system enterprises, 8-10 key parts enterprises, two first-class R & D and public service institutions in the world's top three, and the annual output value of the whole industry chain of fuel cell vehicles exceeds 100 billion yuan. At the level of demonstration operation and promotion, 50 hydrogen refueling stations will be built, with no less than 20,000 passenger cars and no less than 10,000 other special vehicles. On the basis of the successful pilot operation of public transport, commercial buses and logistics vehicles in the early stage, the promotion scale will be expanded in a timely manner.

In January 2018, Wuhan released the first hydrogen energy industry development plan, which will take Wuhan Economic and Technological Development Zone as the core, and build the central hydrogen energy and fuel cell innovation intensive area and industrial center area that radiate the country and influence the world. By 2025, Wuhan will form 3-5 international leading enterprises in hydrogen energy, build 30-100 hydrogen refueling stations, form a relatively complete hydrogen supporting infrastructure, achieve a total operating volume of 10,000-30,000 passenger cars, buses, logistics vehicles and other special vehicles, and strive to exceed 100 billion yuan of annual output value of the whole industry chain of hydrogen fuel cells. To become a world-class new hydrogen city.

Several cities in Jiangsu have released or are planning hydrogen energy industry development plans. In January this year, the "Zhangjiagang City Hydrogen Industry Development three-year Action Plan (2018-2020)" was released, and the annual output value of the hydrogen energy industry chain exceeded 10 billion yuan by 2020.

In this year's two sessions, fuel cell vehicles have also become a hot topic among the top executives of participating car companies. Chen Hong, a deputy to the National People's Congress and chairman of SAIC Motor, believes that the national government should increase research and development support for the fuel cell industry chain, encourage enterprises to increase investment, and focus on overcoming technical difficulties and industrialization bottlenecks of basic materials and key components.

For vigorously developing hydrogen fuel vehicles, Zhu Yanfeng, a member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Dongfeng Motor, believes that the commercialization of hydrogen fuel vehicles should not develop too quickly, and should be carried out calmly in accordance with the original development trend of the industry. At the same time, he believes that the commercialization of hydrogen vehicles will take a long process and cannot be achieved overnight.

"It should be planned at the national level to upgrade hydrogen energy from the national development focus to the level of national development strategy to promote the healthy development of the hydrogen energy industry." Yin Tongyue, a deputy to the National People's Congress and chairman of Chery Automobile Co., suggested.

Third, electric vehicles are to be included in the "three guarantees", and battery attenuation warranty standards will be introduced

On March 14, the State Administration for Market Supervision and Administration issued the Provisions on the responsibility for the repair, replacement and return of household automobile Products (revised draft), which will include the powertrain and main parts of household electric vehicles into the "three guarantees" responsibility of automobiles, especially batteries or motors, and can be returned and replaced if serious quality problems occur, such as battery fires.

The inclusion of electric vehicles and their main parts in the "three guarantees" will, on the one hand, provide electric vehicle consumers with the same protection as fuel vehicles at the regulatory level, and on the other hand will encourage more car companies to make quality guarantee commitments higher than the "three guarantees" minimum standards, promoting the industry from price competition to product and service quality competition.

Some authoritative sources said that the inclusion of electric vehicles and their parts in the "three guarantees" is the only way for the development of the industry, mainly playing the role of "making up for weaknesses", and as the electric vehicle industry is still in the early stage of development, relevant laws and regulations still need to be further improved.

It is worth mentioning that the revision of the "three guarantees" provisions, the State Administration for Market Regulation also intends to make provisions on the battery attenuation of electric vehicles, requiring manufacturers to express battery attenuation limits and corresponding test methods on the "three guarantees" certificate, but the warranty rules in terms of battery attenuation did not appear in the draft for comments.

It is understood that the relevant departments are currently formulating the "three guarantees" supplementary provisions for new energy vehicles nationwide, which involve the quality assurance standards for power battery attenuation, and are expected to be released and implemented this year.

Hainan: In 2020, the newly registered online car will use 100% clean energy vehicles

Hainan recently formulated the "Hainan Province Clean Energy Vehicle Development Plan", starting from 2020, the province's newly registered online car will use 100% clean energy vehicles.

The "Plan" clearly states that since the date of release, 100% of the new and replaced buses in Hainan except for special purposes will use clean energy vehicles, and strive to make the overall proportion of clean energy not less than 80% by 2020; The new and replaced vehicles of cruise taxis use 100% clean energy vehicles, and strive to achieve comprehensive clean energy by 2020; Network taxi, Haikou, Sanya newly registered network car 100% use clean energy vehicles, the proportion of other cities and counties is not less than 80%, from 2020, the province's new registered network car 100% use clean energy vehicles; 100% of new and replaced vehicles for time-sharing leasing use new energy vehicles, and strive to make the overall proportion of clean energy not less than 80% by 2025; The proportion of new and replaced vehicles using clean energy vehicles for other rental cars shall not be less than 20%, and shall increase by 20% year by year, reaching 100% by 2023; Light logistics distribution vehicles (including postal and urban logistics distribution) new and replaced vehicles 100% use new energy vehicles, and strive to 2025 the overall proportion of clean energy is not less than 60%.

In the context of the national new and old kinetic energy conversion strategy, new energy vehicles are becoming an important source of power for online car booking, some cities have introduced relevant rules and regulations, and some online car booking platforms have also expressed support, it is not difficult to see that new energy online car booking will become the future development trend.
